FIZ issues certified recibos verdes and files your IVA and Segurança Social electronically, to deadline. It is certified by the Autoridade Tributária under certification number 3041, and it is built for freelancers and the self-employed rather than for companies. There is a free tier.

We want to be straightforward about this, because it is the question you should be asking of anyone recommending a service.
Remote Work Europe does not use FIZ. We are not tax resident in Portugal, so we cannot be. Nobody here files a Portuguese recibo verde or pays Segurança Social in Lisbon, and it would be dishonest to imply otherwise.
So our recommendation does not rest on personal use. It rests on two things we can actually check, and which you can check too.
The certification is real, and it is public. Portugal requires invoicing software to be certified by the Autoridade Tributária, and the AT publishes the full register of certified programmes. FIZ appears on it: Fiz, version 1.0.0, FIZ PT Unipessoal Lda, certification number 3041, certified 22 July 2024. You do not have to take our word for it, or theirs – look it up on AT's own register.
And the product does the specific job Portuguese freelancers keep getting caught by. We have spent a lot of this year writing about Portugal's compliance calendar – invoices reported by the 5th, Segurança Social between the 10th and the 20th, IVA quarterly, and a first year that is more complicated than anyone expects. FIZ is built to absorb that rhythm rather than to explain it to you.
That is the whole basis. If either of those two things stopped being true, we would take this page down.
What FIZ actually does
- Certified invoicing. Issues recibos verdes and invoices with the ATCUD and QR code requirements handled, and the correct legal wording where no Portuguese IVA is charged – including the reverse-charge mention for EU business clients.
- Invoice reporting. Communicates issued invoices to the tax authority, which is due by the 5th of the following month.
- IVA and Segurança Social. Prepares and submits electronically, to the deadlines.
- A free tier. You can test it against a real quarter of your own before paying for anything.
Who FIZ is for
Independent workers in Portugal – freelancers, trabalhadores independentes, people who have opened activity and now face the recurring monthly and quarterly obligations that follow. It is particularly useful if you are newly registered, or if you invoice clients outside Portugal and are unsure which exemption wording belongs on which invoice.
Who it is not for
It is not for you if you are not tax resident in Portugal. Certified Portuguese invoicing software solves a Portuguese problem – if you are in Spain, Estonia or anywhere else, this is the wrong tool and we would rather say so than sell you something.
It also does not replace a contabilista certificado where you need one. Software handles the recurring filings; it does not give you advice about your particular situation. If your circumstances are complicated, get a person.
Try it before you commit
There is a free tier, and we would suggest using it. Run your own next invoice through it and see whether it fits how you work. That is a better test than anything we could tell you.
