The Netherlands has long been one of Europe's most attractive destinations for remote workers and freelancers. With widespread English fluency, world-class digital infrastructure, and a deeply ingrained culture of flexible working, it's a place where location-independent professionals can hit the ground running. The startup ecosystem – particularly in Amsterdam, Rotterdam, and Eindhoven – is thriving, and coworking spaces are abundant.

That said, the Dutch tax system is not for the faint-hearted. The famous 30% ruling for incoming knowledge workers has been scaled back in recent years, and freelancers (ZZP'ers) are now operating under a markedly tougher DBA regime. The "geen werkgeversgezag" transitional model agreement expired on 1 June 2026, and the Belastingdienst now has full audit power; fines run from 10% to 100% of any additional tax assessment. Roughly a quarter of Dutch freelancers report losing assignments as clients tighten up their use of contractors. If you're planning to freelance here, getting proper tax advice early is essential; the Belastingdienst does not look kindly on surprises.

On the lifestyle front, the cost of living is high, particularly housing in the Randstad region. But the quality of life, cycling infrastructure, and work-life balance culture make it a compelling choice for those who can make the numbers work. Just be prepared for directness in business dealings – the Dutch consider it a feature, not a bug.

Update: June 2026 – DBA Act enforcement tightens, hourly-rate presumption bill alongside

The DBA Act transitional “geen werkgeversgezag” model agreement formally expired on 1 June 2026. The Belastingdienst now has full audit power and can levy fines of 10–100% of any additional tax assessment for misclassified self-employment. Around 25% of Dutch freelancers report losing assignments under the tightened regime. This is distinct from the Eerste Kamer hourly-rate-presumption bill (36783); both are now in force.
