ChatGPT advertising goes live across 31 European markets
OpenAI announced on 18 August 2026 that advertising would begin appearing in ChatGPT across Europe, and ads started serving on 24 August. The rollout covers 31 markets: all 27 EU member states plus Iceland, Liechtenstein, Norway and Switzerland. The United Kingdom opened separately in June. Ads appear for Free and Go users; Plus, Pro, Business, Enterprise and Edu tiers remain ad-free.
At launch, targeting is contextual only – the topic of the current conversation, approximate location, device, time of day and language. Personalised targeting drawing on ad history and inferred interests requires separate explicit opt-in. Buying runs through OpenAI’s ads team and agency partners, with a self-serve ads manager promised but not dated.
Why this matters
For anyone publishing information that people ask AI assistants about, the surface you compete on for citations is now commercial inventory in your own market. Two consequences follow. A monetised answer layer has less incentive to send readers onward to the source, so the click that used to follow a citation becomes less reliable. And high-commercial-intent questions – “how do I get a Spanish digital nomad visa”, “best accountant for autónomos” – are exactly where a sponsored placement will sit above an organic mention. If you earn from affiliate or partner links in a query space, the merchants in that space can now bid on it directly.
Context
This lands in the same fortnight as Google’s embeddable Preferred Sources button and Cloudflare’s Bot Preference Sync, in a period when the terms on which independent publishers appear inside AI answers are being reset from several directions at once. It also arrives while European publishers press the same question through other channels: the French press alliance APIG has filed an antitrust complaint over Google’s AI Overviews, and a United States court is weighing whether Penske Media’s case against Google survives dismissal.
What to watch
Whether contextual-only targeting holds, and when the self-serve ads manager opens. One caveat on sourcing: the detail about which GDPR legal basis OpenAI relies on comes from trade press rather than OpenAI’s published privacy policy, so anyone writing about the consent mechanics should read the policy text first.
