Estonia joins EU cross-border telework framework as 23rd signatory

Effective 1 February 2026, Estonia adopted the EU multilateral framework agreement for cross-border telework social security, becoming the 23rd signatory. Employees can now telework from Estonia for up to 49% of their working time while maintaining social security coverage in the employer’s country – previously capped at 25%.

This is particularly relevant for e-residents and remote workers based in Estonia who work for employers in other EU countries. The higher threshold significantly reduces the administrative burden of cross-border remote work arrangements.
