Croatia tightens foreign worker rules with equal pay and extended permits

Croatia’s updated Law on Foreigners, effective January 1, 2026, introduces stricter employment rules for foreign workers including a requirement that employers pay foreign workers the same as Croatian employees in equivalent roles. The changes also bring several practical improvements for permit holders.

Residence and work permits have been extended from one to up to three years, reducing the administrative burden of annual renewals. Seasonal work permits have been extended from six to nine months. However, companies found violating employment laws now face new penalties, and recruitment agencies are subject to closer monitoring.

For digital nomads, Croatia’s separate tax-exempt 12-month visa remains unaffected by these changes. The equal pay provisions primarily target traditional employment relationships. Several Croatian cities including Split, Dubrovnik, and Zadar continue to offer welcome packages for digital nomads including subsidised housing and coworking credits.
