Spain's regularisation programme opens for 500,000 applicants as immigration staff strike, Germany hints at dedicated remote work visa, Luxembourg right-to-disconnect fines from July, and the 2026 DNV Index ranks Spain #1 globally.

Overview

Spain’s extraordinary regularisation programme went live this week – online applications opened April 16, with in-person filing beginning April 20. Up to 500,000 undocumented residents may be eligible, and immigration office staff unions have called a strike from April 21 over the expected workload surge. The strike could affect processing times for all immigration applications, including digital nomad visa renewals.

Germany’s Federal Foreign Office released its 2026 Visa Handbook containing a new chapter outlining criteria for a forthcoming dedicated Remote-Work Visa – the first formal signal that Europe’s largest economy is building a specific pathway for remote workers. The permit itself won’t launch until later in 2026, but consular officers now have interim guidance.

Luxembourg became Europe’s strictest enforcer of disconnection rights, with fines of €251 to €25,000 taking effect from July 1 for employers who have not implemented a right-to-disconnect scheme. And the 2026 Digital Nomad Visa Index ranked Spain #1 globally, with over 50 countries now offering dedicated remote work visas.

Regularisation programme NOW LIVE – Royal Decree 316/2026 approved April 14. Online applications opened April 16, in-person from April 20, deadline June 30. Germany

Luxembourg right-to-disconnect sanctions from July 1 – Employers have until June 30 to implement a disconnection scheme for employees using digital tools.
