EU launches consultation on digital social security pass for cross-border workers
The European Commission has opened a public consultation on the European Social Security Pass (ESSPASS), a digital tool that would consolidate the A1 portable document and European Health Insurance Card into a single smartphone-based credential. The system is planned for rollout in Q3 2026, integrated with the EU Digital Identity Wallet.
ESSPASS would enable real-time verification of social security coverage across borders, replacing the current paper-based system that causes delays and confusion for cross-border remote workers. Currently, obtaining an A1 certificate — which proves which country’s social security system covers you — can take weeks and requires navigating different national bureaucracies.
For remote workers splitting time between EU countries, this could be transformative. The 49% cross-border telework framework that now covers 23 participating countries relies on A1 certificates to determine social security obligations. A digital, instantly verifiable version would dramatically reduce the administrative friction that currently makes compliant cross-border remote work difficult in practice.
